Abstract

It could be said of the introduction of retirement and state pensions, of the type common in Europe, that it constitutes an Intergenerational Contract, redistribution from those young and working now to those who are old and have worked in the past. Particularly in a world in which the demand for labour fluctuates over time, however, the balance between the generations becomes both a moral and an economic issue. In periods of high youth unemployment should society (that after all brokered the contract) expect older people to move over: in periods of labour shortage should greater national prosperity be given over to retirement? Should the old be expected to make way for the young?
