Abstract

Development planning at the national level in Malaysia has and continues to be guided by the overarching goal of growth with equity that provides a basis for the formulation of its policies, plans and strategies. At the top of the nests of development plans is the long term Outline Perspective Plan (OPP) followed by series of successive five-year plans. Those plans chart out economic and social development policies and strategies towards achieving the goals of the OPP. The newly gazetted National Physical Plan additionally, strengthens development planning efforts towards a more balanced approach that considers economic, social and physical aspects of development.
