Abstract

Malaysia has an obligation to deposit coordinates of basepoints which were used to measure the breath limit of territorial waters and other maritime zones to the United Nations Secretary General. Basepoints are the basis for determining maritime zones, legal maritime limit and execution of enforcement. How two important parameters i.e. the foreshore gradient and chart datum can cause positional uncertainties to the basepoints have been described. Trigonometric relationship between parameters proved that chart datum deviation of 0.2 m and foreshore gradient of 0.1 caused horizontal positional uncertainties of 114.6 m. Uncertainties of basepoint location become significant as deviations between chart datums increases and the gradient of the foreshore become gentler. Processed result of basepoints location using CARIS software indicates differential basepoints location of 108 m, 169 m and 107m. These uncertainties can cause the country to loss maritime area.

Malaysia mempunyai tanggungjawab mendepositkan koordinat-koordinat titik-titik pangkal yang digunakan untuk mengukur lebar batas laut wilayah dan sempadan zon-zon maritim yang lain kepada Setiausaha Agung, Pertubuhan Bangsa-Bangsa Bersatu (PBB). Titik-titik pangkal adalah asas kepada penetapan bagi zon-zon maritim, perundangan batas maritim dan perlaksanaan penguatkuasaan. Bagaimana dua parameter penting iaitu kecerunan pesisir depan dan datum carta boleh menyebabkan ketidakpastian terhadap posisi titik-titik angkal dihuraikan. Hubung kait trigonometri antara parameter membuktikan sisihan datum sebanyak 0.2 m dan kecerunan pesisir depan sebanyak 0.1º menyebabkan ketidakpastian posisi mendatar sebanyak 114.6 m. Ketidakpastian kedudukan titik pangkal menjadi signifikan apabila sisihan antara datum carta meningkat dan kecerunan pesisir depan semakin landai. Hasil pemprosesan kedudukan titiktitik pangkal melalui perisian CARIS mendapati, perbezaan kedudukan titik-titik pangkal sebanyak 108 m, 169 m dan 107m. Ketidakpastian ini boleh menyebabkan negara kerugian kawasan maritim.
