Abstract

This paper compares higher education investment in public universities with those at private higher learning institutions. The purpose of this comparison is to investigate to what extent investments in private higher education are different compared with those in public institutions in terms of costs, expected returns, the characteristics of students and their perception on the degree programmes. Through this comparison, issues and problems related to higher education development especially with regards to the role of private higher education shall be identified. The findings are imperative since previous studies show contradictory conclusions regarding the role of private education towards higher education development.


Kertas ini bertujuan membandingkan pelaburan pendidikan tinggi di institusi pengajian tinggi awam (IPTA) dengan institusi pengajian tinggi swasta (IPTS). Tujuan perbandingan ini adalah untuk melihat sejauhmana pelaburan dalam IPTS itu berbeza berbanding dengan IPTA dari segi kos-kos yang terlibat, jangkaan pulangan yang diperolehi, ciri-ciri pelajar yang belajar di institusi berkenaan dan persepsi mereka terhadap program pengajian yang ditawarkan. Melalui perbandingan ini, isu dan masalah berkait dengan perkembangan pendidikan tinggi akan cuba dikenalpasti, khususnya yang bersabit dengan peranan IPTS. Hasil perbandingan ini penting bagi meningkatkan kefahaman kita tentang kepentingan peranan IPTS dalam perkembangan pendidikan tinggi memandangkan kajian lepas menunjukkan rumusan yang berbeza mengenai peranan tersebut.
