Abstract

This article explores the construction of a theoretical framework of school effectiveness and leadership. School effectiveness is described as a function of four major factors: principal appropriateness, teacher preparedness, student readiness and infrasrtucture adequacy. The most ineffective schools are those where the principal is inappropriate, the teacher is unprepared to teach, the student is unready to learn and the school infrastructure is inadequate, while in the most effective schools the opposite occurs. Suggestions are given for transforming ineffective schools into effective ones.
