Abstract

In the era of globalization and liberalization, Malaysia is promoting education as an export commodity and is targeting itself as a regional center of educational excellence. The government is encouraging individuals and the private sector to invest in, and set up, private higher education institutions (PHEI) to augment the limited number of places in the public universities for local and international students. In 2002 there were 534 PHEI in Malaysia. A key issue is the lack of Malaysian government financial assistance or aid to PHEI. This paper argues that PHEI should be given financial assistance, and discusses how PHEI contribute towards making Malaysia a center of educational excellence. It also looks at ways to provide financial help and incentives to these institutions.
