This article discusses a strategic policy model relevant for the organizational development of schools using the school-based management concept. The strategic policy model is suitable for attacking organizational problems at the micro level. The essential point of this model is that it emphasizes cooperative participation of various groups in handling critical educational issues in a school organization. The discussion of this model is based on the policy process perspective, which encompasses three stages namely the formulation stage, implementation stage, and evaluation stage. School managers may use the proposed model for designing programs that are suitable for solving some confounding critical issues and their underlying problems and variables.
