Second, we examine the external and internal rules governing the perfection of these security instruments. This is followed by an examination of the external and internal rules governing the publicity of these security instruments and consideration of the operational weaknesses of the publicity infrastructure that threaten to compromise the interests of third parties who might deal with the debtor. Fourth, we critically appraise the rules governing their enforcement.
