Abstract

Objektif artikel ini adalah untuk menganalisis peranan buruh asing terhadap pertumbuhan output dan kesannya terhadap kadar upah pekerja tempatan serta mengenalpasti faktor penentu permintaan mereka dalam sektor pembuatan di Malaysia. Bagi mencapai objektif ini, model persamaan serentak telah dibina dan penganggaran dibuat berdasarkan kepada data Penyiasatan Industri Pembuatan dari Jabatan Perangkaan Malaysia bagi tempoh 1985-1996. Hasil kajian menunjukkan bahawa buruh asing profesional memainkan peranan yang signifikan terhadap peningkatan output beberapa kumpulam industri dalam sektor pembuatan. Peranan yang serupa ditunjukkan khusus dalam industri makanan, minuman dan tembakau oleh buruh asing teknikal/penyeliaan dan mahir. Penganggaran terhadap fungsi permintaan buruh asing pula menunjukkan wujudnya hubungan positf antara permintaan buruh asing profesional dan teknikal/penyeliaan dengan output dan upah mereka. Bagi kumpulan buruh asing yang lain hubungan tersebut adalah berbagai. Sementara itu, hubungan antara permintaan terhadap buruh asing kumpulan profesional dan teknikal/penyeliaan dengan harga barangan modal dan upah pekerja tempatan adalah negatif dan signifikan. Ertinya selain barangan modal, kedua-dua kategori buruh asing ini mempunyai hubungan penggenap dengan pekerja tempatan. Bagaimanapun, penganggaran terhadap fungsi upah pekerja tempatan menunjukkan bahawa buruh asing dalam kesemua kategori kemahiran memberi kesan negatif dan signifikan terhadap kadar upah pekerja tempatan untuk kategori yang sama. Ini bererti bahawa peningkatan kemasukan buruh asing merendahkan kadar upah pekerja tempatan.
